Happy New Year!  As we step into 2025, it’s hard not to marvel at how quickly time flies. Reflecting on the past year, it’s clear we’ve achieved so much together, and there’s plenty to look forward to in the year ahead. This New Year, we’re building on the firm foundations laid in 2024, recognizing the incredible difference our services make in the lives of children and families.


One of the key achievements from last year was the progress made in inspections across the region. Our teams have demonstrated exceptional dedication and professionalism, ensuring that services meet the highest standards. These efforts have not only improved outcomes but have also reinforced public confidence in our work.


A special mention must go to the Education & Skills workstream, which has been pivotal in driving forward our mission. From innovative teaching strategies to robust support systems, the education team has been at the forefront of ensuring that every child has access to quality learning opportunities. Their work has set a strong precedent for 2025, paving the way for continued excellence.


Entering this New Year, it’s crucial to acknowledge the challenges ahead, especially in the realm of financial constraints. However, our collective creativity and resilience have always been our strengths. We’ve made tough decisions before, and we will continue to do so, always with the best interests of children and families at heart.


The launch of the Placement Portal stands as a testament to what we can achieve when we work together. It has been a shining example of collaboration, streamlining processes, and enhancing service delivery. Let’s carry this spirit of unity forward as we tackle the financial hurdles and strive for innovative solutions.


As we embark on 2025, let’s build on the strong foundations we’ve established. Together, we can continue to make a significant difference in the lives of children and their families. Here’s to another year of hard work, creativity, and unwavering dedication.  Thank you for your continued support, and here’s to a successful year ahead!

Agency Social Worker Memorandum of Understanding:

At their recent Development Session, the regions DCS and Trust CEO’s agreed the latest iteration of our MoU.  The adjustments that have been made, reflect those required to meet recent Government guidance.  However, as we were already largely compliant, not many changes were needed.

 

Members of DCS Network also received a briefing which demonstrated the impact of the MoU over the last three years.  This showed that both agency numbers and hourly rate are reducing, leading to £2m per year combined savings across the region.

 

Secondment opportunity – Regional SEND RIIA Co-ordinator:

We currently have an opportunity to second a member of children’s services workforce from any of our constituent LA areas to cover the above position.

 

The role is for two days a week with salary being agreed, in line with the successful applicant’s grade.

National Leadership Development Programme: 

The Staff College is proud to announce the launch of our new National Leadership Development Programme. This brand-new multi-agency Programme is aimed at ‘Heads of Service’ (or equivalent) who are aspiring to an AD role.

SEND Leadership Programme:

SEND Leadership Capacity remains a key priority; not all WM LAs have permanent, stable strategic SEND leadership. Peter Gray’s financial review in the West Midlands and his work with ten LAs nationally highlights this as a key factor in terms of risk. Securing high quality interim SEND leaders is challenging. Growing capacity and supporting aspiring leaders within the region is essential.

 

The joint NDTi / RIIA SEND Leadership programme has run for several years in the Midlands, is well-respected and continues to be over-subscribed. The 2024 cohort had a good mix of Education and Social Care leaders, one Parent & Carer Forum Chair, and seven WM NHS leaders, a mixture of Designated Clinical / Medical Officers, ICB and NHS England staff. Several have cited the programme as key in supporting their career development and securing promotion.

We are in the process of commissioning the Staff College to run a programme for the West Midlands in 2025. For further information or to make nominations, please contact Jane Carter.
